Government regulation no. 72, 1991 especially arranged about the holding extraordinary education. One of them is holding the education for the deaf students. The extraordinary education purposes to help the students that have Physical or mental anomaly, so that they can develop their attitude, Knowledge, and skills as a person or society member in performing the interrelationship with social environment, cultural, and environment, and also can develop the ability in the job world or join in the next education.
To increase the efficiency and affectivity of learning process for the deaf students needs a planning and a learning development specially suited with the students’ character. That case can be applied for example with developing the learning strategy and developing learning media, by exploiting excess owned by the deaf students, it is sense of sight. To maximize the potential, technology application is a suitable solution. By exploiting the learning technology, learning process that is very effective and efficient is big opportunity to reach.
Developing the learning media video for the deaf students, is back-grounded the reason that is still limited the learning media video designed specially for the deaf students. Learning video program that is developed specially the deaf students by using the total with communication approach by deceiving visual audio potency that has an opportunity to create the effective and efficient learning, because it can help to deliver the massage with functioning the two both of senses.
The purpose of development of this learning media video is to produce the learning video media format that is suitable with the deaf students’ character by following the instructional development procedure Dick and Cerey.

The development activity produced one program of learning video. Based on the review of the result contain, linguist, designer of media, and target s got data about accuracy of learning video media contain, accuracy of learning video media language, accuracy of learning strategy, and interesting learning video media for the deaf students of elementary school in Sidoarjo. From the data got, known product of learning video media development for the deaf students of elementary school in Sidoarjo is proved having accuracy and interesting as learning video media that is suitable with the students’ level and characteristic.
